A new federal law requires Illinois this year to find alternate
care for some 12,000 mentally ill or disabled persons, now living in
600 nursing homes, who are not physically ill. The General Assembly
is about to consider a $70 million plan drafted by two state agencies
for complying with the Omnibus Budget Reconciliation Act of 1987
(OBRA), the violation of which jeopardizes continued federal Medicaid
funding for the care of these patients.
Because $70 million represents the largest proposed increase in
state spending in any field outside of education, lawmakers can be
expected to view the program warily. But in the end, it is hard to
