Jesse Madison is running on empty.
Fighting to retain his position as boss of the Chicago Park
District, Madison suggested that criticism of his what-me-worry
administration was racially motivated because he is black. Madison
is about to be exiled to a park bench because of his old-fashioned
payrolling and cronyism, which have allowed the city's parks to turn
into gardens of weeds.
Madison isn't eager to give up his limousine fleet, the posh
offices that were remodeled and decorated with a small fortune of
public funds, or the other perks of his job as parks boss. Like the
