WASHINGTON House Speaker Thomas S. Foley has an affection for
foreign policy, enjoys classical music and can't resist telling a
funny story, but most of all he has a passion for consensus.
Through sheer force of personality, the silver-haired Democrat
from Washington state has begun calming the House that his
predecessor as speaker, Rep. Jim Wright (D-Texas), said was torn
apart by "mindless cannibalism."
Foley's approach: Don't feed the cannibals meat, feed them
issues.
So far, the Foley peace plan has worked. He handed the House
legislation to bail out the savings and loan industry, and the House
debated points of law and economy, not personalities. The bill,
