WASHINGTON House Speaker Thomas S. Foley has an affection for foreign policy, enjoys classical music and can't resist telling a funny story, but most of all he has a passion for consensus.

Through sheer force of personality, the silver-haired Democrat from Washington state has begun calming the House that his predecessor as speaker, Rep. Jim Wright (D-Texas), said was torn apart by "mindless cannibalism."
