Like a chronically ill patient, Navy Pier long has bewildered
city planners and private developers.
Its unruly size and relatively inconvenient location have made
it one of the few incurables in the lakefront's recovery.
Near East Side residents see the pier as an eyesore surrounding
upscale development. Underused as a tourist and cultural attraction,
Chicago's "landmark on the lake" seems more like a white elephant on
the lake.
But a new development proposal may prove to be Navy Pier's Jarvic
heart - a costly but life-saving device.
Navy Pier, directly east of Grand Avenue and extending 3,000 feet
