Vandals who go about defacing property with spray paint cans are
not just restless youths. They are lawbreaking despoilers of
neighborhoods and should be treated as such.
However, it is unlikely they would be tamed by the city's
banning the sale of spray paint cans, as Ald. Richard F. Mell (33d)
proposes, with encouraging words from Mayor Daley.
