WASHINGTON President Bush on Tuesday banned new oil drilling on a sizable perimeter of the United States for the rest of the century, saying more time is needed to study production potential and to weigh environmental impact.

Bush declared an embargo on leasing activity on 99 percent of the California coast, the outer continental shelf extending the length of Oregon and Washington, within a 14 million-acre tract surrounding the Florida Keys and in an area from Rhode Island to the Canadian border.
