WASHINGTON The unrest of congressional Republicans over the Bush
administration's opposition to tearing down the new, bug-riddled U.S.
embassy building in Moscow was summed up in floor debate by Rep.
Robert Walker, the astringent conservative from Pennsylvania.
" . . . it sounds like the State Department is more afraid of
the Congress than the Soviets," Walker declared. There is indeed
little doubt that administration policy on this important security
issue is guided by a desire to please the Congressman who holds the
State Department's purse strings: Rep. Neal Smith, a 17-term Democrat
from Iowa.
