Since he won an upset victory in the Watergate midterm election of 1974 over Rep. Robert Hanrahan (R-Ill.), Russo has been among the more successful politicians in the Midwest. He has steadily won re-election with more than two-thirds of the vote in a district that traditionally votes Republican in presidential elections.
