When it comes to redistricting, there are no permanent
incumbents.
Rep. Martin A. Russo (D-Ill.), 47, had reason to think
otherwise.
Since he won an upset victory in the Watergate midterm election
of 1974 over Rep. Robert Hanrahan (R-Ill.), Russo has been among the
more successful politicians in the Midwest. He has steadily won
re-election with more than two-thirds of the vote in a district that
traditionally votes Republican in presidential elections.
As the protege of U.S. Rep. Dan Rostenkowski, Russo has risen to
a position of power in the House of Representatives. He is among the
ranking Democratic members of the House Ways and Means Committee and
