Article: Arab League leaves; Libya keeps suspects

CAIRO, Egypt An Arab League team returned to Cairo today apparently without reaching agreement with Libya to turn over two Libyans suspected of bombing a Pan Am airliner in 1988 over Lockerbie, Scotland.

Arab League Secretary-General Esmat Abdel-Maguid said consultations with Libya were continuing.

The team went to Tripoli in response to an offer by Libya Monday to forestall a UN Security Council resolution ordering all air traffic between Libya and the rest of the world to stop.
