THE DISTRICT
A former security guard who shot a supervisor to death at the Food
and Drug Administration building in Beltsville was sentenced
yesterday to 14 years in federal prison.
Todd Vincin McNeil, 34, was sentenced by U.S. District Judge
Alexander Williams Jr. for the Sept. 6, 1999, slaying of James Dale
Coffman, 33. After a federal jury was unable to reach a verdict in
McNeil's murder trial, he pleaded guilty to second-degree murder on
Nov. 15.
According to a statement of facts McNeil admitted to, he was upset
about a change in his work assignment and was also angry that Coffman
