R R TA chairman Gayle Franzen knows how to get things done.
Franzen, 47, who held two cabinet positions in former Gov. James
R. Thompson's administrations, gained a reputation as one of the more
versatile troubleshooters in Illinois government. His philosophy is
pragmatism. When Thompson launched an ambitious project, Franzen was
often designated to come up with the plan to carry it out.
As state corrections director in the late 1970s, Franzen moved
aggressively to restore order at Stateville prison. More than 200
knives and other weapons were recovered from prisoners as part of
Franzen's shakedown. Later, as executive director of the Illinois
