I I llinois Senate President James "Pate" Philip is taking charge.
As the first Republican majority leader in 18 years, Philip is
putting his imprint on the Illinois Senate. Early indications are
that Philip will be a more forceful Senate leader than Democratic
predecessor Philip J. Rock.
Philip, a former Marine who often wears crossed flags in his
lapels, wants to make the Senate a more orderly place. Philip has
persuaded House Speaker Michael J. Madigan to shorten the spring
session of the General Assembly by at least a month. Philip is
pushing for adjournment by Memorial Day.
Under Philip's leadership, the Senate's institutional power is
