James, 16, has been in foster care since he was 5 years old. He has lived in a children's home for the past 18 months.

James is a friendly, likable and hard-working boy. He stutters, so he rarely initiates conversation. He has good manners and is well-behaved.

James is mildly mentally disabled. He is in the 10th grade at public school in a behavior disorder classroom. Academically, James works at approximately the third-grade level. In some classes, James has been mainstreamed with other children. James gets average grades, and his favorite subjects are P.E. and vocational courses.
