Article: No Employer Mandates In Mitchell Health Bill

WASHINGTON Senate Democratic leader George J. Mitchell today presented a health reform bill that would aim to cover 95 percent of Americans by 2000 without requiring employers to pay their workers' insurance.

In a speech on the Senate floor, Mitchell said his bill "lays the groundwork for universal coverage" by voluntary means.

"It is time to act," he said. "The bill I will introduce is a good starting point for action."

Mitchell's proposal includes federal subsidies for millions of low-income families, pregnant women, children and others in an effort to expand coverage to 95 percent by the turn of the century.
