SCHOOL BUDGET OKd: For the first time in years, the oversight panel of the Chicago Board of Education approved the system's budget with no pending financial crisis. The Chicago School Finance Authority on Monday approved the $2.9 billion spending plan, guaranteeing a smooth opening for the new school year. But the panel warned that in September, 1995, the school system will be beset by deficits when money borrowed for operating expenses will be exhausted. The panel approved its own budget of $1.7 million.
