Most hiring has been halted at the state's troubled tollway
agency, its new chief said Monday, because workers were not following
specific guidelines to prevent political patronage hiring.
"They were following a different procedure," said Ralph Wehner,
the Illinois Toll Highway Authority's new executive director.
Wehner said he did not know if there had been hiring abuses, but
he said, "It won't happen now."
Wehner said he was surprised to learn in June that no tollway
employees had been trained to follow state hiring guidelines
developed as a result of a U.S. Supreme Court case out of Illinois.
