MOSCOW A member of Russia's parliament has died after being beaten in an apparent robbery attempt. He was the second legislator this year to fall victim to Moscow's rising crime rate.

Valentin Martemyanov, 62, a lawyer and Communist Party legislator, was severely beaten on the head outside his apartment house on Tuesday. He had been elected to the State Duma, the 450-member lower house of parliament, last December.
