Former benefits director John Lauer submitted phony credentials to help win the CHA job that he is accused of converting into a personal money machine, an investigative report on last summer's CHA scandals reveals.

The analysis also discloses that $12.3 million in CHA insurance premiums was diverted through a company set up by a Lauer business partner who allegedly siphoned off $5.1 million for his and Lauer's use.
