Chicago's new majority-minority City Council voted Tuesday to legalize home-based businesses and bar them from hiring employees, but temporarily shelved a proposal to ease liquor license moratoriums.

Over the objections of a handful of black and Hispanic aldermen, the Council approved Mayor Daley's controversial reorganization plan that spurns cost-cutting in favor of rewarding friends.

Before the 35-12 vote, Aldermen John Steele (6th) and Joseph Moore (49th) criticized the mayor for failing to reduce spending in response to the uproar over hefty aldermanic pay raises.
