Dick Mell hates graffiti. Is enraged by graffiti. Is passionate
in his distaste of graffiti. Which is not a bad way to be.
Mell, 33rd Ward alderman since 1975, doesn't mince words when he
talks about the rude efforts by artistically bent hoodlums to
decorate his neighborhood. And he wants to lift the driver's
licenses of those who get caught.
Mell was a force behind the city ordinance to ban spray paint,
the favored weapon of "taggers." As ill-conceived as that ordinance
might have been, the northwest side alderman thinks the graffiti war
