It's a matter of turf.

That's Sen. Carol Moseley-Braun's take on the 1996 Democratic primary for the U.S. Senate. As the city's first U.S. senator since the late Paul H. Douglas in the 1960s and the only statewide Democratic officeholder, she is hopeful that her new colleague will be from somewhere else. Sen. Paul Simon, a Downstater, is retiring next year. Moseley-Braun is promoting the election of another Downstater as Simon's replacement. She doesn't want local competition.
