WASHINGTON The House today approved a bill aimed at encouraging
adoptions by giving middle-income families who adopt a child a $5,000
tax credit.
The bill, passed 393-15, also would outlaw "race matching" - the
practice of trying to match a child with adoptive parents of the same
race. Rep. Susan Molinari (R-N.Y.), the bill's sponsor, said that
policy can leave children languishing in foster care even though
parents of another race are willing to adopt them.
Opponents, including some black social workers, have maintained
that black children are better off with black parents. The National
