It was Neil F. Hartigan's last hurrah.
In an announcement that changed the state's political landscape
for 1998, Hartigan ended a 20-year quest for the governorship.
Hartigan, 58, who would have been the probable Democratic
nominee for governor, is calling it a day. He is retiring from
politics to spend more time with his family and to practice law.
For the first time in a generation, Hartigan isn't in contention
for the governorship. He leaves behind a legacy of accomplishment
and of what might have been. He was hardworking and innovative in
