Article: Democrats return nearly $1.5 million in donations // New rules would curb donor access to president

WASHINGTON The Democratic National Committee on Friday returned $1.492 million in questionable contributions - solicited mainly by three key figures in the growing fund-raising controversy.

The DNC also announced a series of new guidelines established to prevent more embarrassing and possibly illegal political giving. While the new rules are designed to limit contributors' access to the president and other top officials, the White House still will be used to entertain political donors.

In another development, a memo written in 1994 while Chicagoan David Wilhelm was Democratic National Committee chairman suggests offering rides on Air Force One, meals in the White House and tickets
