Article: D.C. Panel Backs Repeal of Term Limits; Council Committee Challenges Legality of Cap Imposed by Voters in 1994

A D.C. Council panel yesterday endorsed a proposal to repeal term limits for members of the council and the Board of Education, a signal that lawmakers are likely to overrule the voters who enacted term limits six years ago at the ballot box.

The Committee on Government Operations voted 5 to 0, without debate, to recommend passage of the bill. A 1994 voter initiative restricted the mayor, council members and school board members to two consecutive four-year terms.

Activists have lambasted council members for disregarding the will of the electorate, which approved term limits with 62 percent of the vote in November 1994. It was the same election in which Marion Barry made a political comeback ...
