Article: Violent crimes by kids down // Reno reports 9.2% decrease for '96

WASHINGTON The arrest rate for juveniles for violent crimes dropped 9.2 percent in 1996, the second consecutive year it declined after seven years of increases.

In announcing the figures Thursday, Attorney General Janet Reno attributed the sharp drop to an emphasis on tougher punishment, better policing and more attention to after-school youth programs.

Although arrests for violent youth crimes were down 2.9 percent in 1995, "I have worried since that it might be a blip," Reno said. "But this drop, I think, is real now."
