How to handle Senate President James "Pate" Philip (R-Wood Dale)
is a problem that has vexed three Republican governors in two
decades.
Shortly before the transfer of power earlier this year, Gov. Edgar
advised successor George Ryan that Philip would soon put him to the
test.
Philip killed Edgar's proposed income tax hike that would have
reduced property taxes and increased state aid to public schools. He
also dealt a fatal blow to Edgar's agreement with Mayor Daley to
build a new regional airport at Lake Calumet. As Edgar left office,
Philip blocked dozens of his appointments to state boards.
