Mayor Daley is threatening to block zoning changes needed to redevelop a run-down Loop building in the heart of Chicago's Jewelers Row unless the new owner agrees to keep generations of jewelers together.

``We're not going to approve it,'' Daley said. ``These businesses belong here. They were going to throw them out on the street. We told the developer: You're not going to throw everybody out.

``It's a great building. It has historical significance. A lot of them are small businesses-family owned businesses, generation to generation. We have a lot of new immigrants coming in on that. . . . We want to keep that type of business in Chicago.''
