ATEAM of officials from Argentina is due to begin negotiations today in Washington for yet another financial bailout. The pre- negotiation lobbying has already been aggressive. On Wednesday Brazil's President Fernando Henrique Cardoso said that "it would be a kind of hypocrisy to tell Argentina that it has to resolve its own problems." Other Latin American leaders have echoed this sentiment.
