ATEAM of officials from Argentina is due to begin negotiations
today in Washington for yet another financial bailout. The pre-
negotiation lobbying has already been aggressive. On Wednesday
Brazil's President Fernando Henrique Cardoso said that "it would be a
kind of hypocrisy to tell Argentina that it has to resolve its own
problems." Other Latin American leaders have echoed this sentiment.
And Argentina's own economy minister, Domingo Cavallo, has argued
that nothing less than the world's faith in orthodox economic
prescriptions depends on the International Monetary Fund's
