Bosnian Serb leaders may have out-manoeuvred the former US
president and self-appointed mediator Jimmy Carter by agreeing to a
temporary ceasefire and talks on Bosnia's future, politicians and
diplomats in the region said yesterday. While even a pause inthe
fighting seems attractive, Mr Carter secured the Bosnian Serbs'
agreement only at the price of offering them the chance to make
fundamental changes in an international peace plan for Bosnia, they
said.
Croatia's Foreign Minister, Mate Granic, said that Mr Carter's
mission could be counted as a limited success if a ceasefire actually
