TO SAVE the Great Society, that grand collection of civil
rights law and social programmes he drove through the American
Congress in the mid-1960s, Lyndon Johnson misled the world
repeatedly about the war in Vietnam. He excluded the Senate, lied
to the electorate, and misrepresented the facts to his cabinet
colleagues. By the time he left office in 1969, Johnson had
achieved most of his social agenda. It is the greatest of the
millions of tragedies that Americans call Vietnam that now, only a
generation later, the reactionary forces his dissembling set off
have nearly destroyed his Great Society.
