TO SAVE the Great Society, that grand collection of civil rights law and social programmes he drove through the American Congress in the mid-1960s, Lyndon Johnson misled the world repeatedly about the war in Vietnam. He excluded the Senate, lied to the electorate, and misrepresented the facts to his cabinet colleagues. By the time he left office in 1969, Johnson had achieved most of his social agenda.
