Maryland lawmakers have quietly crafted a plan to give Prince
George's County a new, majority-black legislative district,
reflecting the county's growing African American population and
potentially increasing the number of minority lawmakers in the State
House.
While African Americans have moved into other suburban counties,
their numbers in those counties aren't concentrated or large enough
to justify predominantly black districts, legislators say.
The black-majority legislative district for Prince George's
already has the support of Senate President Thomas V. Mike Miller
Jr., a critical player in the redistricting process. The new district
