EDOUARD Balladur, France's Prime Minister, will this week
announce his candidacy for President. The long awaited announcement
by the man thought most likely by far to win the election, leaves
the left still without a plausible contender.
Mr Balladur's campaign is unlikely to focus on the specifics of
what he would do if elected, and instead will emphasise the
generalities of France's improving economic situation and the
prospect of ending 14 years of Socialist rule under President
Francois Mitterrand. The accumulation of corruption scandals and
the recession cost the left power in the National Assembly, and it
seems all but certain that they will now lose the Elysee palace as
well.
