The battle between those who blame England's educational
performance on an anti-school culture and those who blame teaching
methods is becoming fiercer. Last week, an international study of
our performance in maths and science showed that while we were
doing better than other western European countries in science, we
were slipping down the league table in maths. That proved, some
experts said, that schools, not culture, were the key to our poor
showing in maths.
But the research indicating that culture and peer pressure count
