HAVING FAILED in its attempts to bribe and bomb the Italian state
out of existence, the Sicilian Mafia, the Cosa Nostra, is trying a
new approach - negotiation.
Clan bosses have reportedly offered a pact to the country's
governors - more lenient prison conditions and an end to life terms
in return for publicly dissociating themselves from Cosa Nostra and
handing over some of their immense arsenal.
Reports of secret dealing between Cosa Nostra heads and senior
police investigators have provoked fury. Magistrates, police and
families of Mafia victims have demanded assurances that the
institutions are not bargaining with murderers and drug barons. Anti-
