Bill Bradley announced a plan today to bolster schools in poor
areas with $8 billion more each year for training and rewarding
teachers, with one huge string attached: If a school failed to
improve, parents could transfer their children to another public
school.
"Money from Washington should no longer be a one-way street,"
Bradley told an assembly beneath the basketball hoops at University
City High School. "As president, I will expect great things from all
our children."
Bradley's speech today represented his most expansive comments yet
on education, an issue that consistently ranks among the top of
voters' concerns. Polls in Iowa and New Hampshire found that the
