Vice President Gore today proposed two groundbreaking changes to
the Social Security system that he said would make it fairer to women
and charged that Texas Gov. George W. Bush, as president, would
quickly turn the retirement program into "a system of social
insecurity."
Gore charged that Bush's proposals for deep tax cuts and for
allowing workers to invest part of their payroll taxes in private
savings accounts would undermine what he called "the greatest act of
social policy" in the country's history.
"I'm fighting to save Social Security the right way while my
opponent is treating it as an afterthought at best and a tax-cutting
