MINISTERS have only themselves to blame if today's announcements about nurses' and teachers' pay fail to provoke rapturous applause from either the recipients or the wider public. The Government has spent too much of the past six months talking up the extra GBP 40 billion it intended to spend on health and education. It gave the impression that this was genuinely new, genuinely extra cash that would put right all the problems Labour inherited - low pay, inadequate investment, long waiting lists, large classes and so on.
