PORTCULLIS HOUSE, the GBP 250 million Parliamentary office block
now taking shape above Westminster Station, will be the most
expensive ever built in Britain in terms of its costs per square
foot.
The building's bespoke bronze cladding, costing GBP 33 million,
and special roof costing GBP 13.2 million have already been the
subject of controversy. So have the technical problems which caused
the project to slip 20 weeks behind schedule by last September.
All but seven weeks of the delay have now been made up, but at a
