THE writing is on the wall - and every other surface you could possibly imagine - for London local authorities in their never- ending battle against graffiti. But now Ealing Borough Council has devised a strategy aimed at turning the tide against the spray can merchants and is preparing to recruit an anti-graffiti supremo to lead the campaign.
