Article: Term Limits Under Fire On Council; 7 Members' Seats at Stake

Twice in eight years, Isaac J. Gourdine lost campaigns for County Council to incumbent Susan V. Mills. In 1994, new, voter-imposed term limits accomplished what Gourdine could not: Mills was forced from office, and Gourdine won his long-coveted council seat.

Now Gourdine (D-Fort Washington) is proposing a way to avoid his predecessor's fate: He has introduced a bill that would allow voters to decide in November if term limits are such a good idea after all.
