A SERIES of police blunders resulted in a schizophrenic kicking
his mentally-ill cellmate to death, a report reveals today, writes
David Taylor.
Christopher Edwards, 30, had to be identified by dental records
after he was beaten to death by Richard Linford in Chelmsford jail in
1994.
But the tragedy could have been avoided if police had passed on
concerns about both of the men's mental health to the prison service,
a Police Complaints Authority investigation concludes.
Edwards, who had an honours degree in Japanese and economics, was
arrested for a minor breach of the peace in 1994 and placed on remand
at Chelmsford Prison. Within hours he was dead.
