Del. Eleanor Holmes Norton (D) used her three minutes on the
national convention stage today to tout the District's oft-stated but
elusive goal of full voting rights in Congress and freedom from
outside meddling in local affairs.
Electing Vice President Gore and Sen. Joseph I. Lieberman, Norton
said, would move the city closer to its goal of "autonomy without
undemocratic intervention by Congress" and give the city's half-
million residents equal standing with other Americans.
"We have full voting rights at this convention but are denied full
voting rights in our Congress," Norton said in her afternoon speech
to a nearly empty convention hall.
