NEW YORK - President Reagan and Attorney General Meese are proud of
having won Senate confirmation of Daniel A. Manion's appointment to
the important 7th Circuit Court of Appeals. Here, step by step, is
how their ""victory'' was achieved:
1. The Senate Judiciary Committee, which has a Republican
majority, rejected Manion's nomination on a 9-9 tie vote, on grounds
that he was not qualified. But Arlen Specter of Pnnsylvania,
Republican, and Dennis DeConcini of Arizona, Democrat, voted to send
the nomination to the Senate unapproved.
2. Before the floor vote, the Justice Department notified David
Durenberger of Minnesota, Democrat, that his choice for a federal
district judgeship, David Doty, ...
