As Oklahoma Corporation Commission Chairman Jim Townsend directed the commission's public utility division to extend a study of Oklahoma telephone rates before and after divestiture, Commissioner Norma Eagleton Tuesday decried the use of commission funds to complete the study and urged the commission to return to a triumvirate.

The study, released Thursday, determined that 75 percent of rural residential telephone customers are paying more for their local telephone service after the 1984 divestiture of American Telephone & Telegraph Co.
