The civic activist who led the effort to bring term limits to
Prince George's County says it will be more difficult this time
around to convince voters that the two-term restriction is needed.
Judy Robinson, who collected 18,000 signatures to force a
referendum on term limits in 1992, said county residents are more
satisfied with services than they were eight years ago when a slim
majority enacted the two-term restriction for council and county
executive. Those who fill the positions can serve eight consecutive
years and then must step aside.
"Taxes have leveled off; people have a sense that the county is
