AFTER THE worst summer ever of air traffic delays, holiday
travelers are bracing for yet another seasonal round of groundings--
some caused by bad weather but too many by an antiquated, overwhelmed
air traffic control system that has trouble even keeping some planes
sufficiently apart in the air. After spending billions of dollars
during the past 20 years for improvements, the Federal Aviation
Administration's air traffic control management has not kept pace
with the racing growth in air travel or with modern technology.
Various administration proposals to reorganize air traffic
management have failed to win congressional support. Now President
