LOS ANGELES _ Well, it finally happened: Congress signed off
on something practical without having the opportunity to muss it
up with lots of provisions and provisos.
By passing the GATT trade accord in such resounding numbers,
Washington lawmakers did more than upstage the rantings of
Patrick Buchanan, Ross Perot and other isolationists. They
confirmed that the world economic picture has changed and that
the best way of playing the game is to lead the way.
Soon-to-be Senate Majority Leader Robert Dole was correct in
saying that the General Agreement on Tariffs and Trade, or GATT,
is not perfect. And yes, the estimate of 500,000 U.S. jobs
generated from the pact is more of a ...
