Walter J. Pitarque, 83, a retired loan officer for the Inter-
American Development Bank in Washington, died Dec. 30 at his home in
Rockville. He had complications from pulmonary fibrosis and
Parkinson's disease.
Mr. Pitarque joined the bank in 1962, a few years after it was
founded. He oversaw loans to several countries and financial
institutions and assisted in starting another regional development
bank, the Andean Development Corp., in the late 1960s.
He also was the IADB's representative to the Colombian government
for several years. He retired in 1986.
Walter John Pitarque was born in Quito, Ecuador, and was a law
graduate of the Central University of Ecuador. He received a
