Estonia's government has began preparations to re-erect a statue at a military cemetery after a third night of unrest that has been sparked by the Soviet memorial's removal from downtown Tallinn.

Some 200 people were detained overnight in the capital and in Narva, a city on the Russian border but police said the situation was calmer than in the two previous nights of rioting, which left one man dead and scores injured.
